What's the difference between alternative core versions?

It is the internal clock multiplier:
7.14MHz x 10 = ~71 MHz
7.14MHz x 11 = ~79 MHz
7.14MHz x 12 = ~86 MHz

Is it going to be usual that only one of these is available in .exe format, and for  the other ones the USB Blaster is necessary to flash, or are they all going to be released as .exe finally?

  Seems like x10 ("safe") and x11 ("normal") will remain EXE and x12 will remain JIC only since it cannot work reliably on all v2 boards (until recapped). NTSC multiplier is used above, in PAL we would get a little less Mhz :-)
 
  Gunnar has presented x13 and even x15 core results, so hope 100Mhz+ frequencies will become standard with v4 and bigger FPGAs.
 
  e.g. 93Mhz GOLD2 Vampire Black Edition beating SAM440 667Mhz in memory performance (Performance section of this same website)

      Q: I heard that since GOLD2.7, some FPGAs on Vampire 600 V2 could be too weak to run latest cores and might require a capacitor modification to make it stable. Can you explain ?

A: Since GOLD2.7, FPGA is heavily used and some early Vampire 600 V2 showed sign of electrical weakness. To fix it, just solder two 2.5mm 220µF 10V on C3 and C6 like in this video. We recommend help of a professional.

When - when its ready

What in terms of core - Team can say. Only public video of v4 Vampire is with X11 core. Will it raise the bar to x11 or x12 as standard, remains to be seen.
